To the Members of Community Water Company of Green Valley
Community Water Company of Green Valley has filed an application with the Arizona Corporation Commission (ACC) seeking authorization to obtain up to $6 million in financing to fund critical infrastructure improvements necessary to maintain the reliability and sustainability of our water system. The application was filed on June 22, 2026, under Docket No. W-02304A-26-0251.
As a nonprofit water utility, Community Water does not have shareholders or investors. Our primary sources of funding for major capital improvements are customer rates and long-term financing. As our infrastructure ages, we must continue investing in the facilities that allow us to provide safe, reliable water service to our members.
Financing Request
The Company is requesting authorization to borrow up to $6 million to fund several major capital projects that address immediate system reliability concerns and support long-term service needs. The proposed financing would be used primarily for:
- Development and construction of Well 12, which will replace failed Well 6.
- Relocation and replacement of the aging Via Frondosa transmission main, originally installed more than 50 years ago.
- Necessary modifications of a replacement operations warehouse to support field operations, equipment storage, and emergency response activities.
- Additional eligible utility plant improvements, including water mains, meters, vehicles, and technology-related infrastructure improvements.
These projects are necessary to maintain water production capacity, replace aging infrastructure before failures occur, improve operational efficiency, and reduce the risk of costly emergency repairs. The Company will be reviewing various rate adjustment options in a future filing to support the additional debt. At this time, we have not requested an emergency surcharge.
Next Steps
The ACC will review the financing request over the coming months. Community Water will continue to provide updates regarding the application.
